Why do the street lights burn all day?

How to reduce energy consumption.


Charlotte observer, Wood William, brought to my attention an interesting fact about Charlotte: The street lights burn all day. At least many of them. Why is this? Is this not a waste of energy? Who is paying for them to burn all day? Taxpayers?

I asked this question, via the internet, during a sort of Meet the City forum...and the questioner didn't get half-way through the question before he was shut down. No offence, but this throws up red flags.
